Webinar can be created whit lees than 10 characters in the Description field.

Steps to reproduce:
1.Open and log in to application (URL:https://qainterrapt.brainster.xyz/webinars)
2.Click on crate button.
3.Fill out the from in the Description field put less than 10 characters.
4.Click on create button.

Expected result:
The webinar should not be created whit less than 10 characters in the Description field and a warning message should appaired.

Actual result:
The webinar is successfully created whit less than 10 characters in the Description field.

OS: Windows 11
Browser: Google chrome version Version 116.0.5845.188 (Official Build) (64-bit)
