Interrapt G26

Description: According to specification, the field City should accept special characters, only "-", "." and "'" .
Steps to reproduce:
1. Navigate to https://qainterrapt.brainster.xyz/attendees/create
2. Fill in all required fields
3. Fill in the field City using "_"
4. Click Create and observe the action

Expected result: When creating new Attendee, City field should not accept special characters other than "-", "." and "'"
Actual result : When the field City is filled using "_" character and clicking Create, "New Attendee is successfully crated" message is shown
