Description: 'Select Tags' field on create new webinar should only be a drop down button and user should not be able to write in the field.
Steps to reproduce:
1.Navigate to the website interrapt
2.Login
3.Click on webinars page in the side bar menu
4.Click 'Create' button
5.Write text in 'Select Tags' field
Expected result: You should not be able to write in this field.
Actual result: User is able to write in 'Select tags' field.
