The “Tag” field accepts less than 5 characters, and the creation process is successful

Steps to reproduce:
1. Click the “Tags” on the sidebar
2. Click the “CREATE” button
3. Fill the “Title” field with the Test
4. Click on the “CREATE” button
Expected results:
User should not be able to create a tag with less than 5 characters in length in the "Title" field.
Actual results:
The user is able to create a tag with less than 5 characters in length in the "Title" field and an error message is not displayed.
