Description

Creating tag with entering more than 20 characters in the 'Title' field is possible, even though by the specification the 'Title' field should accept maximum 20 characters.

Steps to reproduce
1. Log in with valid credentials
2. Navigate to https://qainterrapt.brainster.xyz/tags
3. Click on 'Create' button
4. Fill the 'Title' field with more than 20 characters
5. Click on 'Create' button

Expected result
Error message should be displayed. The user should not be able to create a tag with more than 20 characters in the 'Title' field.

Actual result
A tag is created with more than 20 characters in the 'Title' field.
