Interrapt G26

Description:
"DELETE" button under Actions column in Users table is missing although it should be present if the user is administrative user. The administrative user should be able to delete a user by clicking the delete button. Delete button should be located next to edit button under Actions column.

Steps to reproduce:
1.Navigate to https://qainterrapt.brainster.xyz
2.Enter valid Log in credentials as an administrative user
3.Click on Users
4.Observe the Users table under Actions column

Expected result:
User should be logged in as an administrative user and the delete button (red bin icon) should be present next to the edit button (green edit icon) under the Actions column in the Users table.

Actual result:
User is logged in as an administrative user. Delete button (red bin icon) is not present next to the edit button (green edit icon) under the Actions column in the Users table.
