Interrapt G25

The applcation allows user successfully to create a new Tag with more than 20 characters in the Title field

Steps to reproduce:
1.Navigate to URL https://qainterrapt.brainster.xyz/tags/
2.Click on the "Create" button
3.Write 25 characters in "Title" field (ex. "HHHHHHHHHHHHHHHHHHHHHHHHH")
4.Click on "Create" button

Expected result:
User should not be able to create a Tag with more than 20 characters

Actual result
Tag was successfuly created with 3 characters entered in the "Title" field
