Description: The user is able to create a tag with any special characters and any length.

Preconditions: User must be logged in.

Steps to reproduce:
Step 1: Click on the tags field.
Step 2: Click on the (CREATE) button.
Step 3: Fill in the title field with invalid data.
Step 4: Click the (CREATE) button.

Expected Result: The user should be able to create a tag with alphabetic characters both, Latin and Cyrillic, upper or lower cases
and only this ("-",".") special characters and spaces. The user should be able to create a tag with minimum 5 and maximum 20
characters.
