Description:
User without Admin privileges is able to delete a tag.

Preconditions: User must be logged in.

Steps to reproduce:
1. Click on the Tags via navigation menu
2. Click on the 'Delete' button(red recycle bin) on the right
3. Observe

Expected Result: The user should not be able to delete a tag .

Actual Result: The user is able to delete a Tag without Admin privileges.(File attached)
