Description

A user is able to successfully create an account by filling in the Name field with emojis.

Environment
PC | Windows 11 V.23H2 | Google Chrome | V. 35.0.1916.114 (Official Build) (64-bit)

Pre-conditions
User must me logged in.

Steps to reproduce
1. Click on Users.
2. Click on Create.
3. Fill in the Name field with '😳🥵'.
4. Fill in the Email field.
5. FIll in the Password field.

Expected Result
The user should not be able to create an account where the Name field is filled in with emojis.

Actual Result
The user successfully creates an account with emojis as their Name.
