Interrapt G27

A non-admin user has the ability to delete a tag, the user has a "Delete" button available and is able to delete a given tag.

Precondition:
The user must be logged in.

Environment:
https://qainterrapt.brainster.xyz
Browser: Google Chrome, Version 120.0.6099.110 (Official Build) (64-bit)
Windows 10 Pro

Steps to reproduce:
1. Navigate to https://qainterrapt.brainster.xyz/tags
2. Select a Tag.
3. Click on the "Delete" button.

Expected results:
The user should not be able to delete a given tag and not have a "Delete" button available.

Actual results:
The user is able to delete tags and has a "Delete" button available.
