Interrapt G27

Current behavior:
When creating a Webinar , users can input more than 500 characters in the description field , leading to potential data inconsistencies .

Preconditions:
User is navigated to https://qainterrapt.brainster.xyz/login and user must be logged in

Steps to reproduce:
1.Navigate to Webinars Page
2.Click on the Create button
3.When the users reach max allowed 500 characters in the Description , provide a clear indication that the limit has been reached
