Webinar can be created with a description less than 10 characters

Steps
1.Navigate to https://qainterrapt.brainster.xyz/webinars
2.Click on the "Create" button
3.Fill all fields with valid credentials except description
4.Write a description with less than 10 characters (kumanovo)
5.Click on 'Create" button

Expected Result:

Message should be shown that the description field must be at least 10 characters

Actual Results:

Webinar is created and message "webinar has been created successfully" was displaying on the top right corner
