Description

User can create a new Tag using other than the specified characters that are in the specification

Steps to Reproduce:
1. Navigate to https://qainterrapt.brainster.xyz/tags
2. Click on Create button
3. Click on Title field and fill in the field with invalid alphabet
4. Click on Create button
5. Search the title of the newly created Tag

Test Data:
3. Title field (马修_687)
5. Search field (马修_687)

Expected Result:
Tag is not created and error message appears

Actual Result:
Tag is successfully created

Platform:
OS Windows 10 Pro 22H2
Google Chrome Version 120.0.6099.225 (Official Build) (64-bit)
