User can create Tag with more than 25 characters in tag field

Steps to reproduce:
1. Navigate to Tags
2. Click on create button
3. Fill the Tag field with more than 25 characters
4. Click on create button

Expected result:
Tag should not be created and error message should show "the title field is required"

Actual result:
The tag is successfully created
