User is able to search User when Name box has alphabet that is not part of specification

Description

User is able to search in Name box users in Chinese alphabet, although specification says only Latin or Cyrilic, no error message is displayed

Steps to reproduce:
1. Navigate to Users URL
2. Enter in Name box text in Chinese alphabet "拼字练习" to search Users
3. Observe the result of the search

Expected result:
User should be able to search text that is in Latin or Cyrilic.

Actual result:
User is able to search in Name box in Chinese alphabet.

Platform:
OS Windows 10
