User is able to create new User when Name box has less then the minimum requirement for characters.

Description

User is able to create a new User when Name box has only 2 characters and the minimum is 3, no error message is shown

Steps to reproduce:
1. Navigate to URL for creating new Users
2. Enter in Name box text "Ig"
3. Fill the other required fields as per specification requirements.
4. Click create and observe.

Expected result:
User should not be able to create new User, error message should display for Name box.

Actual result:
User is able to create a new User.

OS Windows 10
