Admin is not able to create two users with an existing email address

Description

When admin tries to create a new user with existing email, the user is unable to be create.

Steps to reproduce:
1.login on page https://qainterrapt.brainster.xyz/dashboard
2.Click "Create" button
3.Fill the required fields such as (Name, Email and Password)
4.Attempt to create a new user account with an email address that is already existing

Expected result:
Admin should be able to create new user with existing email address

Actual result:
Admin should be not able to create new user with existing email address
