The user can create a new "User" with an invalid email address, which can lead to issues with communication, authentication, or other processes that rely on a valid email address.

Steps to reproduce:

1. Navigate to the User's CREATE page.
2. In the Email field, enter an invalid email address that does not meet the required format.
3. Attempt to CREATE a new User.

Expected results:
The Email field should validate the email address format and prevent the user from creating a new User with an invalid email address.

Actual results:

The invalid email address is accepted, and a new User is created with the invalid email address.
