Users can create title tags using special characters other than the ones that are allowed "-" and "."

Steps to reproduce
1.Open the Interrapt webpage
2.Navigate to the 'Tags' section in the sidebar
3.Click on the 'Create' button located in the top right corner
4.Input special characters (@#) into the Title field
5.Click on the 'Create' button

Expected results
Users should not be able to create a title tag with special characters other than "-" and "."

Actual results
users can successfully create a title tag with special characters other than "-" and ".".
