User can create tags with any alphabet characters that are not in the requirement

Steps to reproduce:
1. Navigate to Tags
2. Click on create button
3. Fill the Title field with any alphabet characters that are not in the requirement
4. Click on create button

Expected result:
Tag should not be created and error message should be displayed

Actual result:
Tag is successfully created
