Users can successfully create a title tag with more than 20 characters, contrary to the specified limitation

Steps to reproduce
1.Log in to the Interrapt webpage
2.Click on Tags in the left sidebar
3.Select the Create button located in the top right corner
4.Enter a word with more than 20 characters in the Title field (e.g. "olivera cukleva student na Brainster akademijata")
5.Click on the Create button

expected results
User should not be able to create a tag with more than 20 characters, and an error message should be displayed indicating the character limit

Actual result
users are able to successfully create a title tag with more than 20 characters
