The 'Delete' button is missing on Users page

Description

The 'Delete' button, which should be located under the 'Actions' column, next to the 'Edit' button, is not displayed

Steps to Reproduce:
1. Log in to Interrapt page, https://qainterrapt.brainster.xyz/login
2. Click on Users from the sidebar menu
3. Observe the 'Actions' column, located on the right side of the Users table

Expected Result:
There should be an 'Edit' and a 'Delete' icons displayed under the 'Actions' column

Actual Result:
The 'Delete' icon is missing from the 'Actions' column
