Description:
The Title field on Tags page accepts less than 5 characters

Steps to reproduce:
1. Navigate to https://qainterrapt.brainster.xyz/tags
2. Click on the Create button
3. Enter a tag name "Tag"
4. Click on Create button

Expected result:
The tag should not be created with less than 5 characters

Actual result:
The tag is created with less than 5 characters
