Description:
On the Users page, when creating a new user, special characters other than "-" and "." are accepted when they should not be.

Steps to Reproduce:
1.On the Users page, click on the "Create" button
2.Enter name and add ":" and "@" in the name field

Expected Results:
A message should appear indicating that unaccepted special character is entered

Actual Results:
User is created and entered special characters are accepted
