When user try to create a new Tag, title field not met acceptance criteria

Description

Description: When user try to create a new Tag, Title filed accept more than 20 characters in length, a message "Tags has been successfully created" is displayed.

Steps to reproduce:
1.User should be logged in and navigate to https://qainterrapt.brainster.xyz/tags
2.Click on the Create button at the right up corner
3.Fill the title field "IvanIVanIvanIVanIVanIVanIVan"
5.Click on the CREATE button

Expected results: When user try to create a new Tag, Title filed should not accept more than 20 characters in length, if criteria is not met, a message should be show that the title filed ins required in red letters.

Actual results: When user try to create a new Tag, Title filed accept more than 20 characters in length, a message "Tags has been successfully created" is displayed.
