Interrapt G32

"Title" field in create option in tags menu accepts words that are out of range where the range is between 5 and 20.
Steps to reproduce:
1.Login to interrapt.
2.Open "Tags" menu.
3.Click on create button.
4.Select "Title" field.
5.Input a name of 3 characters.
6.Click "Create" button in the right down corner.
Expected result:
The user should get an error message: "the title field is required" and the letters should be in red color.
Actual result:
The user gets a message: "Tag created successfully" and the tag is created.
