Description

Environment: https://qainterrapt.brainster.xyz
Browser: Google Chrome Version 131.0.6778.139 (Official Build) (64-bit)

Description: Any user can delete tags even if they are not an administrator.

Steps to reproduce:
1. Navigate to the 'Tags; menu
2. Click on any "Delete" icon (Trash bin) at the end of each Tag row
and Confirm the deletion of a Tag

Expected Result: The user is unable to delete the tag, and an error message is displayed in red letters

Actual Result: The user can successfully delete the tag.
