Description:
User must not create Tags with 4 characters
Steps to reproduce:
1. Click on Tags menu
2. Click on create button
3. In title column input "@@"
4. Click on create button
Expected Result:
The user shouldn't be able to create a tags because is have a less characters than minimum
Actual Result:
The user can create Tags whit 4 characters
