open[Webinars] Attached file name resets to "No file chosen" when reselecting a file

Description
When selecting a file the text changes from “No file chosen” into the file name. But when clicking on select file again, and clicking back or away, the text changes back into “No file chosen” when the image is clearly attached.

Device: Personal Computer
OS: Windows 11 Pro Version 23H2
Browser: Opera GX Version: 128.0.6613.178
Resolution size: 1920x1080
Zoom level: 100%
- Log in to the system
- Navigate to the "Webinars" page
- Click on "Create" button
- Click on "Choose file" button
- Reselect or cancel selection of another file
- Observe the behavior of the chosen file name
Expected Result
After reselecting chosen file should be attached with the file name included
Actual Result
After reselecting chosen file is attached without the name included, instead says "No file chosen"
