When logged in as a non-admin user, the user is able to register a new attendee by clicking on the 'Create' button

Steps to reproduce

1. Log in to the system as a non-admin user
2. Navigate to the 'Attendees' page
3. Click on the 'Create' button
4. Enter 'Name' field with valid data (e.g., Eva)
5. Enter 'Surname' field with valid data (e.g., Dimovski)
6. Enter 'Email' field with valid format (e.g., [email protected])
7. Select any 'Webinar' from a drop-down menu (e.g., test)
8. Click on the 'Create' button on the bottom page
9. Observe the behavior of creating an attendee

Expected Result

When logged in as a non-admin user, the user should not be able to register a new attendee by clicking on the 'Create' button, and a warning message should appear

Actual Result

The new attendee has been successfully saved when it is registered by a non-admin user
