Interrapt G35

A tag with the same 'Title' can be created more than once.

Environment
https://qainterrapt.brainster.xyz/login

1. Log in to the system
2. Click on the `Tags` button via navigation menu
3. Click on the `Create` button and filled in the Title field
4. Inspect if the Tag is created
5. Click in the 'Create' button and filled in the Title field with the same Titlename as the previous tag
6. Inspect if the Tag is created

Expected result
A Tag should be created only once with the same 'Title' name, so there would be no duplicates.

Actual result
A user can create a Tag with the same 'Title' name more then once.
