[Tags] Tags with same title

Description

Users can create tags with the same title

Precondition
The user must be registered and logged in

Step To Reproduce
1. Navigate to Url https://qainterrapt.brainster.xyz
2. On the left side menu click on the Tags
3. Click on the Create button
4. Enter a title the same as in the tags list
5. Then click Create button

Expected Result
Error message for the duplicate title in the tags list should be displayed.
The tag should not be created

Actual Result
'Tag has been created successfully' is displayed
