Steps To Reproduce:

1. Navigate to https://qainterrapt.brainster.xyz/
2. Log in with valid credentials
3. Click on the hamburger menu in the upper left corner
4. Select tags by clicking on it
5. On the top of the page click on the CREATE button
6. Click on the Title field
7. Enter tag title that is already existing
8. Click on the CREATE button

Expected Result
The user should not be able to create a tag and an error message stating that tag with the same name already exists should be displayed

Actual Result
The tag is created
