The user should not be able to create a tag if the Title input field is filled with different characters than (“-” and “. ”) and spaces.

Steps To Reproduce
1. Navigate to https://qainterrapt.brainster.xyz/login
2. Enter valid credentials
3. Navigate to Tags
4. Select the 'Create'button'
5. Fill the Title input field with different characters than (“-” and “. ”) and spaces. Test data = ***
6. Select the 'Create' button

Expected Result
The user should not be able to create a tag if the Title input field is filled with different characters than (“-” and “. ”) and spaces.

Actual result
The user is able to create a tag if the Title input field is filled with different characters than (“-” and “. ”) and spaces.
