Steps to reproduce
1.Navigate to 'URL'.
2.Click on 'CREATE' button.
3.Enter more than 21 characters in 'Title' field.
4.Click on 'CREAETE' button.
Expected Result
The user should recive error message that Title field can have between 5 and 20 characters.
Actual Result
The user is creating the Tag succesfully.
