*Description:*
User can create `Tag` using less than minimum characters required in the specification.
*Steps to reproduse:*
1.Navigate to https://qainterrapt.brainster.xyz/tags/create
2.Fill Title field with two characters (SL)
3.Click `CREATE` button
*Expected Result:*
Error message should be displayed, and Tag should not be created.
*Actual Result:*
Tag has been successfully created.
*Browser:*
Google Chrome (Version 120.0.6099.225 (Official Build) (64-bit))
