 *Steps to reproduce*: 
 # Log in 
 # Click on the "Tags" option on the main navigation menu 
 # Click on the "Create" button 
 # Click on the "Title" input field 
 # Fill the "Title" input field (e.g. TestTestTestTestTestTestTestTestTestTestTestTest) 
 # Click on the "Create" button from the create tag form 

 *Expected Results*: The user should not be able to create a new tag with more than 20 characters in the “Title” input field. An error message should be displayed on the screen. 

 *Actual Results*: The user is able to create a new tag.
