By clicking "Create" button, the user is able to create a Tag title that contains Arabic, Chinese letters and special characters. that are not specified in the criteria.

*Steps to reproduce*
# Login to the system.
# Navigate to the "Tags" tab
# Click on the "Create" button
# Enter a Tag Title that is not Latin or Cyrilic alphabetic.
(e.g. "𡨸漢", " العربية", "~!@#$%^&*()_+[]/\")
# Observe the created tag in the list.
*Expected Result*
A validation message should pop up preventing the user to create a Tag Title with unacceptable characters.
*Actual Result*
The system allows the tag to be created and added to the list without any validation error or restriction.
