Registering an attendee with less than 3 characters in the 'City' field is possible

Description

Admin user is able to register an attendee with entering less than 3 characters in the 'City' field, even though by the specification the 'City' field should accept minimum 3 characters.

Steps to reproduce
1. Log in with valid credentials
2. Navigate to https://qainterrapt.brainster.xyz/attendees
3. Click on 'Create' button
4. Fill the 'City' field with less than 3 characters
5. Click on 'Create' button.

Expected result
Message should be displayed: 'The City field requires at least 3 characters'. The admin user should not be able to register an attendee using less than 3 characters in the 'City' field.

Actual result
An attendee is registered with less than 3 characters in the 'City field.
