Interrapt G26

Description: The user is able to create a Webinar when the description is shorter than the minimum required characters (10)

Steps to reproduce:
1. Open https://qainterrapt.brainster.xyz/login
2. Enter valid credentials
3. Click "Webinars"
4. Click on the "CREATE" button to check if it redirects to the "Webinars Creator" form
5. Fill the "Description" field with 9 characters
6. Fill all other fields with valid characters
7. Click on the "Create" button

Expected result: An error message: "The description must be at least 10 characters." should appear below the "Description" field

Actual result: A message: "Webinar has been created successfully" appears in the right upper corner and new webinar is created
