The user can create an new user with less than 3 entered credentials.
Steps to reproduce
1. Login to interrapt
2. Navigate to Users page
3. Click on "Create" button
4. Enter less than 3 credentials in the "Name" field
5. Click on "Create"
Expected result: The user should not be able to create new users with less than three entered credentials
Actual result: The user is able to create new users with less than three entered credentials
