Interrapt G26

Description.
The field title is supposed to met minimum character limit of 5 characters and a maximum limit of 20 characters for the title. The page currently allows users to create new tag with more than 20 characters in the title.

Steps to reproduce:
1. Login on interrapt
2. Open Tags from the sidebar
3. Click on Create
4. In the title filed enter title with more than 20 characters (Martinaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa)
5. Fill all the other fields
6. Click on Create

Expected result
New tag should not be created, message in red letters should be displayed telling the user that title field is required.
Actual result
New tag is created with more than 20 characters, without providing any error feedback that criteria is not met.
