open[Tags] A user is able to create a Tag with invalid data.

Description
A user is able to create a Tag with invalid data such as special characters other than “-“ and “.” (ex: "?", "_", ";", ":", "!") and the length of the characters is not limited to minimum 5 and maximum 20.
Preconditions:
The user must be navigated to https://qainterrapt.brainster.xyz/ and logged in.
Environment:
URL: https://qainterrapt.brainster.xyz
Browser: Google Chrome, Version 120.0.6099.110 (Official Build) (64-bit)
Windows 10 Pro
Steps to reproduce:
1. Click on the "Tags" menu.
2. Click on “CREATE”.
3. Click on the “Title” field and enter invalid data. (Videos attached)
4. Click on "CREATE".
Test data:
3a. al;
3b. ??????1234_';,59ghjkf
Expected results:
The user should not be able to create a tag with invalid data and a corresponding message should be shown.
Actual results:
The user is able to create a tag when entering invalid characters.
