User can create a Tag with already existing Tag Title.
- Environment:
Laptop / Windows 11 Home V. 23H2 / Microsoft Edge Version 119.0.2151.93 (Official build) (64-bit) Desktop View

- Pre-conditions:
User must be navigated to: https://qainterrapt.brainster.xyz/login and logged in.
- Steps to reproduce:
- Click on the "Tags" button in the navigation menu.
- Click on the CREATE button.
- Fill in the 'Title' field with valid data (more then 4 and less then 21 characters, Alphabetic characters (both, Latin and Cyrillic), all letter cases (lower and upper), special characters (only “-”, and “ . ”) and spaces [Taglow])
- Click on the CREATE button.
- Click on the CREATE button.
- Fill in the 'Title' field with valid data (more then 4 and less then 21 characters, Alphabetic characters (both, Latin and Cyrillic), all letter cases (lower and upper), special characters (only “-”, and “ . ”) and spaces [Taglow])

- Expected Result:
