Interrapt G28

Precondition:
User must be previously logged in with appropriate permissions for creating a webinar.

Description:
For duplicate Tag from the list a message should be shown with red letters "The system doesn't support duplicate Tag"

Environment:
https://qainterrapt.brainster.xyz/tags
PC/Windows 10 Pro, Google Chrome Version 119.1.23320.200 (Official Build) (64-bit)
Mobile/iPhone 14 pro

Steps to reproduce:
1.Click on the "Webinars" via navigation menu at the left side.
2.Observe the form.
3.File is ordered under "Mentor".
4.Click on the "Tag" field.
5.Tag is dropdown file.
6.A duplicate Tag appears in the drop down menu.
7.The list should be scrollable.

Expected result:
When we create a duplicate Tag message should be display "The system doesn't support duplicate Tag" ,but we are able to create duplicate tag.

Actual result:
Message is no show and we are able to create duplicate.
