User can create new user with German Special characters

Steps to Reproduce
1.Navigate to https://qainterrapt.brainster.xyz/users
2.Click on ''Create'' button
3.Fill name field ( ÄÖ )
4.Fill email field (ÄÖ@outlook.com)
5.Click ''Create''

Expected Result
User is supposed to be not able to create a new user with German special characters (ÄÖ)

Actual Result
User is able to create new user with German special characters (ÄÖ)
