User is able to create new User when password box has other alphabet then the specification

Description

User is able to create a new User when in password box uses Greek alphabet, no error message is shown

Steps to reproduce:
1. Navigate to URL for creating new Users
2. Enter in Password box text "Γειά σου123456"
3. Fill the other required fields as per specification requirements.
4. Click create and observe.

Expected result:
User should not be able to create new User, error message should display for password box.

Actual result:
User is able to create a new User.

Platform:
OS Windows 10
