"Tags" title should only accept this (“-”),(“.”) special characters

Step to reproduce:
1.Open "Tags" on dashboard menu
2.Click "Create" button
3.Input "Title" in empty field
4.Click "Create" button

Expected result:
Message: This criteria is not met in red letters

Actual Result:
Tag is successfully created
