According to the specification, the maximum character limit for the title of a tag should be 20,
but the user is able to create tags with more than 20 characters in the title.

Preconditions:
1.The user must be logged in and and navigated on https://qainterrapt.brainster.xyz/tags

Steps to recreate:
1. Click on the Create button in the right top corner.
2. Enter the text "TagWithMoreThan20CharactersInTheTitle" in the title field.
3. Click on the Create button.

Expected result:
The user should not be able to create a tag that contains more than 20 characters in the title.

Actual result:
The user is able to create a tag that contains more than 20 characters in the title.
